For PCI the irq routing is a feature of the motherboard/bios, not the pci 
card. The pci slot has for interrupt lines, A-D. How they are connected to 
the logical irq:s of the ix86 is up to the motherboard/bios.

Many server motherboards allow manual control of the interrupt routing.
