Companies and individuals who connect unlicensed equipment to the PSTN
face fines, revocation of licenses, and possible civil and/or
criminal charges.  Additionally, companies who sell or support
unlicensed equipment may be prevented from entering markets they
might otherwise have dominated, had they gone the legal route.
