Interesting. Which phone do send the Proxy-Require: header in a
registration message today? SInce the server requires this
header, there must be an implementation out there.

No, currently there's no way to add a SIP header to registration.
In chan_sip2, you can add headers to an INVITE, but that will not
solve your problem.
