Wrong, it's not limited to database. Read

"Modules for RADIUS, LDAP, etc. could be written by following the
example data_xxx.c modules."
At the moment there is no module for RADIUS, but I think it's
relative simple to do. Look at the Sourcecode at
http://svn.asteriskdocs.org/res_data/
