Andrew, you are wrong a bit. ITU's specifications just describes how things MUST work but without relation to any sort
of implementation like CAPI is (CAPI is API, i.e. it describes way to implement/support ITU's/ETSI's/etc.
specifications).

I dislike ITU's specs because they are very cross-linked (for example, support for some sort of supplementary services
described on Q.95x and relies on Q.932, X.219, X.208, etc. and this list is very, VERY long)...
