I think I speak for everyone on the list when I say:  "Huh?"

If this is some oblique reference to a misunderstanding, I didn't 
mean to imply that the government was the largest user of Asterisk. 
I meant that the large telcos, multi-national companies, and PTTs are 
a very large but silent portion of of Asterisk implementations that 
nobody knows about, and who will not surface in any of these 
discussions despite it being directly in their interest area.
