[Asterisk-Dev] How to post patches / new code?

I have a small cli.c patch, what is the best means to post the code back?

Additionally I have a few questions:
1) Is there any docs for coding standards?
2) Is there any recommendations for debug and verbose levels?
3) Also the use of LOG_ levels?
