I'll chalk some of this up to version mismatch, or just an old version
on our repository, but we occasionally have the berkelydb screw itself.
Of course it is just a matter of running 
svnadmin recover /devel/repos
chmod g+w /devel/repos/db/*

to get it back happy with no data loss. 

As for the security, webdav is nice, but we also had enough grief in the
apache 2.0 and libneon in Debian to last a life time. In our company we
use svn+ssh for all our work. When coupled with ssh keys, we have
minimal fuss.
