Similar, it's like a channel bank for ISDN. Some info is here

You can oversubscribe your t1 ports to run analog phones with it. It 
passes along a CRV, similar to a DID number, that indicates with device to 
ring. There are also cooler boxes like voice over atm and voice over cable 
that also use gr303 to interface with the pstn.

It will be slick when gr303 goes both directions so you can put an 
asterisk box in the middle and buy fewer gr303 ports on your class 5 
switch :-)
