Are you using the D([digits]) option with dial 
bcus this most certainly uses zt_digit on a Zap interface
but a call on a zap channel using dial is wrapped by the channel
independent func ast_call, which on a zap channel use zt_call
to dial, as i recall this in turn use ioctl interface to zaptel drivers 
for actually getting the dialed digits out on the h/w
