Check out the phpconfig in the * CVS tree.   it keeps the cnf files
intact.  maybe we can intergrate the two and make it all better

It looks good and works nicely.
I don't like the fact that it loses all file comments but I suppose it
would 
be useless to save them in the database. Regarding the database the 
import/export broke my voicemail.conf, in particular the emailbody
variable. 
The problem are that php interprets the \n and \t escapes and does not
write 
them literally on the file and that the database truncates that long
string.
You should work a bit more with mozilla, because it looks bad in it. By
the 
way, why do assume that mozilla does not support CSS?
