Since Mark Spencer controls the copyright of Asterisk, he has granted an 
exception so Asterisk can link to Open H.323. Same goes for OpenSSL's 
license and Voiceage's license for G.729.

If Mark accepted GPL'd code without a disclaimer, he could not offer 
those exceptions.
