That would be qualify=num in the user or peer entry in iax.conf or
sip.conf.  When the number of miliseconds between your Asterisk box and
the remote Asterisk box or SIP client exceeds this number the peer will
be considered DOWN and your dial plan can continue and route calls via
another path.
