Hmmm...
15 seconds plus ring time plus (modest) 15 seconds for ring+OGM = 30 seconds per message. That's 2 messages per minute, or 20 messages in 10 minutes, per channel.
For 5000 messages in the same amount of time, you'd need 250 channels or 11 T1's.
The best setup would be to install two boxes with two T400P Quad-span T1 cards (6 T1's in one box, 5 in the other). They could then talk IAX or TDMoE between them, and share a dialplan. Or, setup a third box to "arbitrate" the T1 boxes.
For 5/6 T1's, you'd need some pretty heft hardware. Look at dual CPU's and decent RAM (Xeon 2.4, 512MB). Hard drive speed/size won't be important except on the box doing arbitration.
