It's easy. There is a subiect of timing.
pulse-1 is 330 ms (US standard, 33%) or 500 ms (Europe, 50%)
hookflash is 180 ms or 700 ms (or other) depends of country or user definition 
in PABX
If You want I can look for standards, but tomorrow
Short flash make less problems users
