Eh, you dont _need_ NT1s, just some way of injecting power on the
cable and terminating the ISDN bus. Any way is ok. If you are handy
with a soldering iron bug some rj45 chassis parts and fire away.
(pun intended)
Maybe a nice 19" patchpannel? About 45 euro's (closed steel box version)
and some resistors is all you need -> 12 powered ISDN lines ready to roar.

He only took an only NT1 because he had in laying around. Not many
ppl do...

However, 12 ISDN cards in a single PC would be hard pressed, to please
get us a quad HFC based ISDN card. And even more please: place a little
jumper on every of the 4 lines, so the card will add its own power
and termination and we dont need to kludge with cables and adapters.
