Stumbled upon this earlier: https://github.com/asterisk/asterisk/blob/b4347c486150653ec7ce1d129e8f9017c69344da/configs/samples/codecs.conf.sample

Only certain codecs seem to be in here though.
Was this an attempt to do something generic like this or only specific to speex?
Perhaps qualities could be siphoned from there if it were complete, but maybe that shouldn't be relied on.
