res_hiredis: REDIS DeviceState and Dialplan functions

Interact with a Redis database using the hiredis library

Provides the following functions:
    REDIS, abilty to SET/GET a key pair value
    REDIS_EXISTS, Check for existance of a key
    REDIS_DELETE, delete a key

    REDIS_DIRECT, Execute valid Redis syntax against a Redis database.
    REDIS_PREFIX, return the configured key prefix, useful when the prefix may change

DeviceState automatically updates the Redis DB
    to the following key path [prefix:]deviceState:SIP/cisco1

Tested on production system running asterisk 16.
