The point of install_prereq is for end-users to be able to run it on target machines to install what is required to build Asterisk. It looks like end-users would have to install bindep before bindep.txt could be used? What I mean is I'm not seeing anything about generating shell script to be used by end-users. Kind of like how you don't need to install autoconf to run ./configure, autoconf is only required to generate the configure script from configure.ac.
