Patch Set 4:

There has already been one 183 sent unreliably.  PJSIP is re-transmitting unreliable 183 responses every 60 seconds.  And in this case, the B party is also retransmitting the 183 every 60 seconds as well, thus causing the race condition between the forwarded 183 and the internally retransmitted 183
