Patch Set 4:

I've posted comments to ASTERISK-25825 about why I disagree with this approach.  It's possible I could be convinced otherwise if shown other backtraces but what I've seen so far is just a startup/shutdown order bug.

In any case if you do proceed with this approach please link the JIRA issue to your commit message.
