We are running asterisk server in our contact center solution.
We are having an issue regarding Penalty/Priority of agents within queues.
Usually when the concurrent calls count reaches 10 to 15 , then it does not  respect priority between agents randomly.

My scenario is mentioned below :

If there are 10 agents in queue and 2 agents are set with penalty 1 and remaining agents are with penalty 10  Keeping this setting , every call should land to agents with penalty 1 if they are free , then to the agents with penalty 10 ,  because lower the penalty means higher the priority. But it does not work as it should be , when there are concurrent calls count 10 to 15.
