When using realtime queues setting the field 'defaultrule' in the queues table to a valid rule will activate this for the queue without the need to reload anything. When trying to remove the rule again by setting the field to null or empty nothing happens and the rule is still active. All possible reloads using cli won't work and just restarting asterisk will help. Another way is setting the defaultrule field to a non existing rule and then again to empty but that's not what I would have expected...
