Summary:                    [patch] T38 gateway
Description: 
Hi all,

I'm sending you patch containing new application app_faxgateway.c
("FaxGateway") which is able to mediate T30 to T38 and vice versa.
Feature is using spands library (I used spandsp-0.0.4pre18 and
spandsp-0.0.5pre4).

@darkbasic thank you for the feed back and larger scale testing its most
appreciated please upload / email me the compiler warnings if possible so i
can check why / fix it.

the FaxDetect() app has 2 functions to detect the fax tones and process /
trigger T38switchover as it answers the channel it probably should not be
run as above.

when sending a fax if the remote is T.38 capable it will do a T.38
handshake and set up T.38 there is work to be done to get it into mainline
i have not had the time i wish i had but im commited to this task.
