Summary:                    ${VOICEMAIL_EXTEN} doesn't get set at asterisk

Description: 
The ${VOICEMAIL_EXTEN} variable for phoneprov does not get set at startup. 
To get the variable set, one must manually reload from within asterisk
after startup.
