Using the patch reported in the issue
https://issues.asterisk.org/view.php?id=12950
(https://issues.asterisk.org/view.php?id=12950) some models from Arris get
dial tone but are not able to make calls.

This only happens when pktc-allocgate option in the config file is set to
yes beacuse the issue is related to DQOS.

We found that the problem is format of the DQOS Gate ID option that has an
invalid comma "," in the string.

Attached a fixed mgcp.c that works fine.

Well I see there is a patch here, so I'll import this issue for review by a
developer as there probably isn't a lot different between trunk and
Asterisk 1.4 in terms of chan_mgcp -- but still, this should be reported
and tested against Asterisk trunk.
