Description: 
Using the patch reported in the issue
https://issues.asterisk.org/view.php?id=12950
(https://issues.asterisk.org/view.php?id=12950) some models from Arris get
dial tone but are not able to make calls.

This only happens when pktc-allocgate option in the config file is set to
yes beacuse the issue is related to DQOS.

We found that the problem is format of the DQOS Gate ID option that has an
invalid comma "," in the string.

Attached a fixed mgcp.c that works fine.

We don't support the patch on that issue in Asterisk 1.4 -- the only
version this can be supported on is Asterisk trunk.

If you can reproduce this on trunk and can provide additional information
using that version, then we can move this forward.
