Summary:                    MOH being forced set when creating a conf room
Description: 
when you create a confrence room and do not check the MOH box when you save
it auto setsthe checkbox for moh and if you try to unset it  it wont unset.

This issue is currently being suspended as there are currently no resources

available for this project.  This issue will be re-evaluated when
