Summary: app_mp3 and chan_local fail

This morning I patched chan_local with

shows half of the call. When I take the patch out, I hear the audio from
mpg123. I will attach my dialplan and an example per script

Also just to note we use app_konference, and when we shut the audio
receiving off to app_mp3, the exceptionally long voice errors go away a the
end of the audio, not sure what this means except maybe it has something to
do with sending audio to a channel that does not use it.
