Summary:                    [patch] add FILE_STORAGE to Voicemail Build Options
Description: 
Right now it's only clear that ODBC_STORAGE and IMAP_STORAGE are
conflicting.
But it's not clear that enabling one of those will remove voicemail
storage on the filesystem.
As discussed on #asterisk-dev we should create a FILE_STORAGE option in
make menuselect to make clear the three are conflicting and you should only
pick the one you are actually going to use.

add FILE_STORAGE to Voicemail Build Options

Voicemail can only use one storage module at the moment.
Because it's unclear that selecting one of the storage modules
in menuselect will disable filesystem storage we now have
a FILE_STORAGE option that conflicts with the other modules.
