Summary:                    VoiceMenu changes and updates are causing
extension.conf updated wrong order.
Description: 
When user makes voicemenu changes, extension.conf gets updated but the way
the update is done is causing the wrong order which causes asterisk to drop
to call.

exten=s,1,....
exten=s,3,....

second step gets missing...
