Description: 
Zaptel don't send DTMF tones correctly on FXO lines. For instance when
trying to dial out a number.

The differing userspace tools may have an effect for part of the problem,
but here's another datapoint:

I started seeing the problem with 1.4.8.  It wasn't an upgrade for me, it
was the first version of zaptel ever installed on this server, so I can
guarantee that the versions matched.

(Of course I don't believe I've been seeing exactly the same problems as
others have been reporting here, but the problem I was seeing is a DTMF
problem introduced in 1.4.8)
