Summary: [patch] ztcfg reports an error when E1 CAS span
timeslot 16 is configured as a clear channel
Description:
The patch adds a feature that ztcfg report an error when E1 CAS span
timeslot 16 is configured as a clear channel. Such a combination does not
make sense and currently makes the clear channel behave oddly because of
the CAS signalling inserted into the channel.
