Summary:                    Added ringdebounce as an init module thing
Description: 
Needed to change the ringdebounce value (from 64 to 128) for a client
(TDM400P w. 4 FXO), and found that i had to change two values in wctdm.c.
Decide to add ringdebounce and a module init.

My usual comment for module parameters:

their permissions should be 644 (or 444 if they should be read-only): the
value of a parameter is not a secret to hide from other system users.
