Matt- I added a bunch of little parms for RLT and for Gen digits...Let me
know what you think. I also clean up some of the TCP SS7 code.

I'm committing this in multiple parts.  I just did the libss7 part for the
new parameter support.  Alan, if you can test that to make sure I merged it
correctly, I would appreciate it.  I am going to subsequently start looking
into the TCP support, since that's more architectural in nature and I can
see a few things I'd like to talk with you about.
