Summary: neww users codecs not setting
Description:
On the add users page when adding a new user when you click on the codes to
set them the codec options are empty and there for when you submit/activate
changes the phones will ring but no audio due to the lac of the codecs
being set.

Fixed in revision 1284 - the gui will now assume default values
of disallow=all and allow=all for any new user - which asterisk
interprets as allow=all.
