[Asterisk-bsd] chan_capi.so not loading on Asterisk 1.4.8

Hi,

Used the header trick + changed the localtime_r function into the
ast_localtime and chan_capi is now working like a charm on 6.2. Thanks!
Sticking to this version for now.
