The way I converted my 44.1khz / 128kbit / 16bit / stereo mp3 files was:

1. Resampled them to 8khz / 16bit / mono wav files.
2. sox input.wav output.ul

So I used sox to convert format only. Actually you can use Windows/MacOS 
based sound editors for the job too.
