Yes, I agree with you in some aspects, outsourcing is not for everyone and
it is not an option for every position, but, most (if not all) of the
programming tasks can be perfectly completed having a remote worker. If
that's not possible, then you probably have some problems with the way you
design your software.

If the company happens to be a VoIP company, you should have a way to
communicate to your team mates living outside the city or the country via
the technology you use everyday to develop your products. If you can
express yourself via a video chat and a web cam pointing at a blackboard,
that is not a problem of your worker living abroad, it's a problem of the
way the speaker communicates his' ideas. You would not be able to fix your
communication problem having your employee next to you in a meeting room.

Outsourcing might be bad for economy if you only consider that approach,
but it's worse if the company you are trying to build never takes off
because you weren't be able to find trained personnel for the money you
currently have in your pockets. That's less good for economy for sure.
