Seems like this guy is writing a thesis about, chopping of arm, shooting business owner, etc ?
Is this a movie, a bad dream, afro-phobia or just a drivel concocted from tales you heard from your fore-bearers who happened to have forayed into Africa?

offering to see if it is legal.  The government will shut down
operators bypassing the law and maybe shoot the business owners, chop
off an arm, or throw them in jail.
