[asterisk-biz] PRI vs SIP vs ???

Doesn't matter how good VoIP is, there is no comparison with a real physical
line. For absolutely 0 tolerance, guaranteed voice quality and 99.999%
uptime, a physical T1 is the only solution.

However as it is becoming an increasing trend in North American market,
including many major and big (careless) corporations, to switch to cheap and
crap voice quality and let the callers suffer, so if the customer doesn't
care about quality, reliability and stability, SIP only solution should just
be perfectly fine. Poor ordinary public is after all made to get used to it
anyways.

Option (a) gives you diversity - ask yourself just how bad it'd be if
their phone system went down because their DSL line wasn't working, and
then balance this against the extra cost of the PRI.
