Oh, yes, and, I forgot the most important thing:

In CABS settlement land, there lies a particularly vast chasm between 
"access charges assessed" and "access charges actually collected."  The 
benefit of access charges must be adjusted down by the dubious 
probability of actually connecting.

If it's a small amount, IXCs are too lazy to pay it.  If it's a large 
amount, they'll dispute it, because that's what they do for sport.

Thus, a small CLEC should just revise its CABS revenue projections 
downward 50% right from the top.  Collecting is a problem even for 
mid-size to larger CLECs, though.  If you're Level3, you'll probably get 
your access on account of your enormous, relentless, bloodthirsty 
collections and litigation machine, but short of that, have fun...
