  The issue here is that because I would contribute less than $10,000 per
  year, I don't have to file the worksheet, and thus I do not have a 499
  filer id.

  If I submit a 499A to the FCC and qualify under the de minimis section, do
  I get a filer id that I can provide to my Tier 2 provider so _I_ do not
  get charged USF by my Tier 2 provider?
