I completely agree with Shidan, we also wholesale Thinktels SIP trunking.

    For Northern BC, Telus is the best provider. You won't find any "clueful" local CLECs that sell PRIs. A couple of the local cable companies have a nice VoIP setup and might be able to sell you wholesale SIP service over a managed line, we can discuss this offline. I'd be surprised if they do but give Thinktel a call they might be resellers with better rates in that region, they have good contacts out west.
