Northern BC, Telus is the best provider. You won't find any "clueful" local
CLECs that sell PRIs. A couple of the local cable companies have a nice VoIP
setup and might be able to sell you wholesale SIP service over a managed
line, we can discuss this offline. I'd be surprised if they do but give
Thinktel a call they might be resellers with better rates in that region,

Allstream satisfy the "local" or "clueful" parts) and you'll never look
back. You do have such things in BC, right?
