[asterisk-biz] need an outbound SIP provider recommendation

We are looking for a recommendation of a quality SIP provider for
outbound dialing.

Anticipated volume is around 5,000 minutes a day, or around 100,000
minutes a month.

We will use ulaw or gsm on a call by call basis.

We currently use a provider that offers good call quality, but we are
seeing call completion rates below 50%. Sometimes test calls to our
own numbers don't get through.
