200ms and under is what I like to see.

Ditto on a an IAX2 call to Uganda from Washington DC.  Low bandwidth with
VSAT no doubt, best ping times were ~900ms so we used Speex (ulaw and even
gsm were breaking up) and Uganda had some kind of crazy double NAT so we
used IAX2 since OpenVPN's downside is a slight increase in latency.

The calls were very clear but the latency was so bad you had to get used to
it or you would keep talking over each other, kind of like the reporters
doing statallite reporting half way around the world.

This was before Uganda allowed VoIP so it sure as heck beat the cost of a
landline call (or even a specialized calling card) but you just had to deal
with the lag, which, with some practice is not a deal breaker.
