A good friend and business partner of mine has a great billing system being
used by quite a few large scale clients.  It is not free but very reasonably
priced.  If you would like an online demo, please let me know and I will
make it happen.  Unfortunately, I cannot tell you the clients using it
without their permission but it may not be out of the question.
