Where would one go to obtain Ugandan DIDs?  SIP, g.729, t.38-capable prefered 
of course.  Low (onesie-twosie user) usage patterns currently, but if the 
test works out it could grow to thousands of DIDs with a similarly-scaled 
number of minutes.

What is the state of VOIP in Uganda anyway, is it legal, are there differences 
between origination and termination requirements?
