You could get an E3 fed into an M13 mux (at least, that's what a DS3<->T1 
mux is called in North America) and break 28 E1s out of it and dump them
into individual Asterisk boxes.

As far as Asterisk being a worthwhile choice for this endeavour, it seems
this question is somewhat complicated.  On the one hand, Zapata supports
E1 interface cards.  On the other hand, if all you're doing is routing,
you'd be much better off using OpenSER or some other SIP proxy and not
dealing with the limitations imposed by handling media in any fashion 
whatsoever.
